Regulation (EU) 2015/757 on MRV of carbon dioxide emissions from maritime transport

For the first time by 30 April 2019 ship operators of ships arriving and/or departing from a port under the jurisdiction of a EU Member State shall submit to the Commission and to the authorities of the flag States concerned an emissions report for the entire reporting period for each ship under their responsibility, which has been verified as satisfactory by a verifier in accordance with Article 13 of the above-referenced regulation. A document of compliance issued by a verifier should be kept on board ships to demonstrate compliance with the obligations for monitoring, reporting and verification. Verifiers shall inform the Commission and the ship’s flag state that the conditions for issuing a document of compliance have been fulfilled. Communication with these authorities will run by using the electronic versions of templates available in Thetis MRV.

 

 

Monitoring Plan Assessment

verico SCE - as an accredited entity to deliver verification services under Regulation (EU) 2015/757 on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport - offers an independent third party assessment of the monitoring plan for ships, in order to check and confirm compliance with the requirements laid down in articles 6 and 7 of the Regulation (EU) 2015/757 of 29th April 2015 and with the Commission’s Implementing Regulations (EU) 2016/1927 and 2016/1928 of 4th November 2016. For ships already covered by the regulation monitoring plans have to be submitted to teh verifier by 31 August 2017.

 

Verification of Monitoring Reports in 2019

verico SCE - as an accredited entity to deliver verification services under Regulation (EU) 2015/757 on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport - also offers an independent third party verification according to the articles 13 to 15 of the Regulation (EU) 2015/757 of 29th April 2015 and to the Commission’s Delegated Regulation (EU) 2016/2072 of 22 September 2016. On satisfactory completion of the verification, and following an internal technical review, verico SCE will issue: 

Ø  a verification report for each ship under this contract

Ø  a document of compliance for each ship, successfully passed the verification

Ø  web-based confirmation of the compliance (tool to be developed by the EU commission)
